The Justice Department announced today that Grace Ocean Private Limited and Synergy Marine Private Limited, the Singaporean corporations that owned and operated the Motor Vessel DALI, have agreed to pay $101,980,000 to resolve a civil claim brought by the United States for costs borne in responding to the catastrophic collapse of the Francis Scott Key Bridge.
Maryland plans to rebuild the Francis Scott Key Bridge in just over four years at an estimated cost between $1.7 billion and $1.9 billion, a state transportation official said

The settlement does not include any damages for the reconstruction of the Francis Scott Key Bridge. The State of Maryland built, owned, maintained, and operated the bridge, and attorneys on the state’s behalf filed their own claim for those damages.
I guess one can argue the lack of resources to prevent issues like this makes the state culpable as well. Although it’s 100mil for a 3-4 billion sized expense is quite odd. I wonder if they picked the maximum amount that wouldn’t bankrupt the owner.
