It is available, I’m not saying it is not.

It’s absolutely illegal to use foreign military infrastructure like GNSS (USA), GLONASS (RF), BeiDou (CN) for civil operations.
You can use it for fun and maybe for not critical operations (as an aid) but you cannot become dependent on that.
