The guys waving are most recent four popes. I have no idea how it relates to the comic, but other people in this thread seem to see a strong connection.
I see it now, but… Maybe there’s a specific meme subculture that I just missed somehow. I think if there were a meta here that I was familiar with, I’d see it as funny. But, this is all new to me so it’s just /shrug.

Someone else already said it’s popes, as for how it relates to the comic, it’s the arms.
Frame 1 = 1 arm up
Frame 2 = 2 arms up, one higher than the other
Frame 3 = 2 arms up, the same height
Frame 4 = 1 vertical arm, one horizontal arm.
